Whether or not be used without the base depends on the location. Check the manual. If you do not have the manual, find the model number, number serial and date of manufacture on a label on the seat and go online to the manufacturers and, most likely you can download. there is no law against it. Unless some States have a right to "appropriate use" provisions in their car seat, so technically, if they misuse their breaking the law, lol. Ok is worth noting: Did you get the seat, new or used?
